Student affairs professionals play a pivotal role in shaping safe, supportive, and vibrant learning environments—yet today’s challenges demand a deeper understanding of risk management and emergency preparedness. This webinar will explore practical strategies for identifying, mitigating, and responding to risks unique to community and technical colleges.

Topics will include managing events and activities that involve minors on campus, coordinating emergency response across multi-campus systems, and fostering a culture of shared responsibility for safety. Presenters will highlight real-world examples and tools that help student affairs leaders balance student engagement with compliance and protection.

About the Presenters

Candace Collins, Global Safeguarding Managing Director, Gallagher
Candace Collins is serving as a cross-divisional abuse risk subject matter expert. Prior to joining Gallagher, she worked at Praesidium for more than 12 years supporting client growth across industries and in multiple countries. She helped clients build organizational prevention strategies while also supporting Praesidium’s crisis response work. Prior to Praesidium, Candace practiced law for more than a decade, with a focus on insurance coverage. Earlier in her career, she served as an Assistant Attorney General for the State of Texas, prosecuting abuse and neglect cases in long-term care and behavioral health facilities. Candace holds a Bachelor of Business Administration in Business Management plus a Juris Doctorate.

Elliot Young, Director of Institutional Compliance & Equal Opportunity, Kansas City University
Elliot Young is the Director of Institutional Compliance and Equal Opportunity at Kansas City University, where he leads the development and oversight of a comprehensive compliance and ethics program, including service as the University’s Title IX Coordinator. He is responsible for embedding compliance into institutional strategy, operations, and culture while promoting equal opportunity and ethical decision-making. Elliot brings more than 12 years of experience in higher education compliance and risk management. Prior to joining KCU, he served as Assistant Vice President for Risk & Compliance at Kansas State University, where he established the institution’s first enterprise risk management framework, advanced compliance initiatives in areas such as Clery Act, Minors on Campus, digital accessibility, and global travel, managed the property and casualty insurance portfolio, and guided the university through its COVID-19 response. He also held risk management and insurance roles at Cornell University, the University of Kansas, and Praesidium, Inc. Elliot serves on the Board of Directors for the University Risk Management & Insurance Association (URMIA) and is recognized nationally for his leadership in compliance and risk management.

Juan Azcarate, Senior Director, Risk Management, Dallas College
Juan’s major responsibilities include management of the property and casualty insurance programs, facilitates risk management, due diligence initiatives across the Dallas College campuses, and development of new risk mitigation policies. Before Dallas College, Juan worked at Texas Wesleyan University and Southern Methodist University. He earned the Certified Risk Manager designation in 2006, served in the US Army Reserve and was honorably discharged with the rank of Major in 2006. Juan earned a bachelor of arts in political science and a master’s in public administration from University of Texas-El Paso.

Jabari Lewis, Executive Director of Risk Management & Insurance, Ivy Tech Community College
Jabari Lewis serves as the Executive Director of Risk Management & Insurance at Ivy Tech Community College, where he oversees enterprise risk management, insurance programs, and campus safety initiatives across the statewide community college system. Ivy Tech is the largest singly accredited community college in the nation. With a focus on proactive risk mitigation and collaboration, Jabari partners with college leadership to align risk strategy with institutional goals and student success. He brings extensive experience in higher education risk management, insurance program administration, and policy development. Jabari is passionate about building resilient organizations that empower learning while managing risk responsibly.
